Decision No. 931/2016 on setting up the Inter-ministerial Committee for Changeover to the Euro

Pursuant to Article 108 of the Constitution of Romania, as republished, and Article 12 para. (2) and para. (3) of Law No. 90/2001 on the organisation and functioning of the Government of Romania and the ministries, as subsequently amended and supplemented, and having regard to Law No. 312/2004 on the Statute of the National Bank of Romania,
    the Government of Romania passes this decision.

    Article 1. - In order to promote fiscal and structural reforms for rendering the Romanian economy more flexible and to take the necessary steps for the changeover to the euro, the Inter-ministerial Committee for Changeover to the Euro shall be set up, hereinafter referred to as the Committee.
    Article 2. - (1) The Committee shall have an advisory role, comprising:
   a) a Chairman: the Prime Minister;
   b) a Vice-chairman: the Minister of Public Finance;
   c) in compliance with the cooperation relationships and central bank independence, the Committee includes the Governor of the National Bank of Romania, acting as Vice-chairman;
   d) a Vice-chairman: the Governor of the National Bank of Romania;
   e) members: representatives of the following institutions:
   - Chancellery of the Prime Minister;
   - Ministry of the Economy, Trade and Relations with the Business Environment;
   - Ministry of Regional Development and Public Administration;
   - Ministry of Public Consultation and Social Dialogue;
   - Ministry of Foreign Affairs;
   - Ministry of Energy;
   - Ministry of Labour, Family, Social Protection and Elderly Persons;
   - Ministry of National Education and Scientific Research;
   - National Institute of Statistics;
   - National Commission for Prognosis;
   - Competition Council.
   (2) The members of the institutions set forth in para. (1) letter d) shall be the heads or their representatives in the executive management of the institutions, one representative for each institution.
   (3) Depending on the topics discussed, representatives of other public authorities and institutions, or experts may be invited to attend the meetings of the Committee.
   (4) The Committee shall also include, in their capacity as guests, one representative appointed by the Presidency of Romania, the Romanian Academy, the Financial Supervisory Authority, the National Authority for Consumer Protection, employers’ associations and trade unions representative at national level.
    Article 3. - The Committee shall be chaired by the Prime Minister and the Minister of Public Finance shall act for and on behalf of the chairman.
    Article 4. - The main tasks of the Committee shall be:
   a) to draw up the National Plan for Changeover to the Euro and the schedule of actions to be taken for euro adoption;
   b) to conduct regular assessments on the progress in fulfilling the convergence criteria;
   c) to assess the legal framework in force and new draft legislation on the introduction of the euro;
   d) to prepare the national statistics system for updating data series;
   e) to ensure monitoring and control of the implementation of the measures set forth in the National Plan for Changeover to the Euro;
   f) to monitor the preparation of national systems for the changeover to the euro, to change/ensure compatibility of the payment system, national accounting (to design accounting guidelines for companies);
   g) to identify the actions needed and the entities to be involved in organising public information campaigns on euro adoption, to develop and keep up-to-date dedicated websites and to set up helpdesks for individuals and companies. The Committee shall make sure that the general public is informed clearly, in an objective manner, in due course and with high accuracy about euro adoption;
   h) to set and monitor specific elements – parallel circulation of euro notes and coins alongside the national currency; dual pricing.
    Article 5. - (1) The Committee shall convene every three months or whenever necessary, as the chairman shall decide.
   (2) The Secretariat of the Committee shall be ensured by the National Commission for Prognosis and the General Department for Policies, Analysis and Research in the Area of Public Finance within the Ministry of Public Finance.
   (3) The agenda for each meeting shall be prepared by the Secretariat of the Committee based on the proposals made and submitted to this end by its members and shall be approved by the Minister of Public Finance.
   (4) The Committee shall also hold discussions with the civil society.
   (5) The Committee shall act by consensus in taking decisions or preparing documents.
   (6) In order to fulfil its tasks, the Committee shall establish working subcommittees.
